The Election the World Overlooks
By Dr. Jeannice Fairrer Samani
On November 3, Americans vote. No president is on the ballot. Americans call it the midterm, as if it were a pause between presidents. It is not. It is the moment a presidency is measured, and its next two years are decided.
The world watches the White House. But in the American system, the President proposes and Congress disposes. All 435 seats in the House of Representatives are on the ballot, along with 35 of the 100 seats in the Senate.
For global observers, the question is not simply who wins. It is what changes. For trade. For alliances. For the families and markets that feel American decisions long after the votes are counted.
Congress Explained: A Primer for Global Readers
The United States is not a parliamentary system. There is no prime minister drawn from the legislature, and the government does not fall when it loses a vote. Power is divided among the President, the courts, and Congress, which has two chambers.
The House of Representatives has 435 members, divided among the states by population. Based on the 2020 census, each represents a district averaging 761,169 residents. Every seat is contested every two years, making the House the chamber closest to public opinion.
The Senate has 100 members, two per state regardless of size. Senators serve six-year terms, with about one third facing voters each election. Under the filibuster rule, most major legislation effectively needs 60 votes.
What Congress controls. Laws require both chambers and the President’s signature. Congress holds the power of the purse: no federal money is spent without its approval. The Senate confirms judges and cabinet members and approves treaties. The majority party in each chamber chairs every committee and decides which bills reach a vote. A shift of a few seats can reshape an entire agenda.
Why it is personal. Members of Congress are the officials Americans call when a benefit is delayed or a factory closes. They answer to their neighbors, not to a party list. The midterm is how citizens hold their government accountable between presidential elections.
Maps, Money, and the Midterm Penalty
History favors the party out of power. Since 1906, the President’s party has gained House seats in only three midterms. Republicans hold narrow majorities in both chambers. Democrats need a net gain of three seats to win the House and four to win the Senate. Polling averages favor Democrats by close to nine points, yet forecasters still give Republicans the edge in the Senate, even though they are defending 22 of the 35 seats.
Geography is being redrawn. District lines are normally redrawn once a decade, after the census. This cycle, Texas redrew its map mid-decade, California answered with its own, and other states weighed their options. Analysts call it the defining structural feature of the House race.
Capital is flowing at record scale. Political advertising reached a record $3.8 billion by mid-October. Yet control of the House may turn on roughly 45 competitive districts. Small margins. Large consequences. Global stakes.
The Kitchen-Table Ballot
This election is not being fought over ideology. It is being fought at the grocery store, the gas pump, and the doctor’s office.
Food. Grocery inflation has slowed to 1.8%, but slower increases are not lower prices. They come on top of years of steep increases. Beef has climbed sharply as the U.S. cattle herd has shrunk. The U.S. Department of Agriculture expects food prices to rise about 3% in 2026.
Gas. October pump prices reached the highest levels AAA has ever recorded for that time of year. It is the first October the national average has topped $4. On October 22, it stood at $4.27 per gallon, with crude oil nearing $100 a barrel.
Healthcare. Enhanced federal subsidies for Affordable Care Act insurance expired on January 1. KFF projected that the average subsidized enrollee’s premium payments would rise 114%. The cost now shows up in coverage. Federal data show marketplace enrollment fell by nearly 4 million people this year. The administration attributes part of the drop to removing ineligible enrollees. Advocates blame the expired subsidies. Looking ahead, the Congressional Budget Office estimates that Medicaid changes passed in 2025 could leave 10 million more Americans uninsured over the next decade.
Americans are connecting these costs to the wider world. A Chicago Council survey found most Americans believe the Iran war and broad tariffs have hurt the economy and their household finances. Each party tells a different story about these costs. Voters will deliver the verdict. For global partners, the lesson is clear. Foreign policy now shapes the American household budget, and the household budget now shapes foreign policy.
Three Scenarios for Global Partners
Global leaders should not plan for a winner. They should plan for scenarios.
Republicans hold both chambers. The current direction continues with fewer constraints. Expect tariffs, export controls, and pressure on allies to carry more of their own defense burden. Partners should prepare for deals negotiated leader to leader.
A divided Congress. Many forecasters see this as most likely. Expect oversight hearings, budget brinkmanship, and slower legislation. Do not expect a sudden reversal on trade. Analysts at Jefferies expect the average effective U.S. tariff rate to stay between 10% and 20%, because much of the President’s trade authority does not require congressional approval.
Democrats win both chambers. Confirmations become contested and oversight intensifies. Health subsidies return to the negotiating table. Even here, the President’s authority over tariffs and diplomacy remains substantial.
In every scenario, the midterms will change the debate in Washington faster than they change the policy.
Plan for Resilience, Not Outcomes
Midterms rarely lead global headlines. Yet they often decide what a presidency can achieve. For leaders watching from Cairo, Nairobi, Delhi, or Berlin, three disciplines matter.
Watch Congress, not only the President. Track who chairs the committees on trade, budgets, and foreign affairs.
Read the kitchen table. Policies that lower the cost of food, fuel, and healthcare will endure. Policies that raise them will face pressure, whoever holds power.
Build for volatility. Diversify supply chains. Stress-test trade exposure. Engage both parties, in Washington and in the state capitals.
The world does not get a vote on November 3. It does get a choice. React to the results, or prepare for every one of them. The most resilient leaders will choose preparation
